It looks like Microsoft is so focused on Windows 10, they are leaving existing users out in the cold when it comes to Windows Phone 8.1 Update 2. Microsoft showed off some of the new features in Update 2 at the Mobile World Congress conference in Barcelona when it launched the Lumia 640 and 640XL phones. There was hope that Microsoft would make the update available on older devices, but it looks like it is not going to happen.
Paul Thurrott has a source that says Update 2 will only ship on new devices. He tweeted the bad news today.

Unconfirmed, but source tells me Windows Phone 8.1.2 will not roll out to previous phones, just ship on new devices.

If true, this is sad news for Windows Phone 8.1 fans. It looks like we will just have to wait for Windows 10.
